Meet The Board

Beverly Swann was born and adopted at birth in Charles County, Maryland.  She was raised in Washington, D.C., with all the challenges of urban life in the 60s.  She was married at an early age and blessed with two daughters, Glynis and Glynda.  Later she thrived as a single parent, until marrying her ultimate life partner, Henry A. Swann, Jr., in 1984.  Together they watched daughters and bonus sons, Henry III, Bryan, and Ryan flourish into successful and responsible adults.  

Beverly’s professional experience span over 30+ years in human resource management, ultimately retiring as HR VP for a major consulting management firm, with oversight of the company benefits development and administration, recruitment, records administration, and employee relations.  
 
Henry and Beverly had a passion for community service in both Maryland and Texas, where they relocated in 2010.  They both enjoyed sharing lessons learned from triumphs and mishaps in marriage with other married couples in love and fellowship.  They were married over 38 years until Henry succumbed to an aggressive brain tumor in November 2022, with Beverly at his bedside.  She continues her love for service in church and the community which discovering a new peace and understanding in God’s blessings.

 

Pastor Regina Pope brings a wealth of experience spanning decades in ministry, leadership, and facility management. Her journey began in Connecticut, leading her to Texas in the early ’80s, where she answered her call to preach and teach the gospel in 1998. With a diverse educational background from institutions like Andrews University, Southwestern Baptist Theological Seminary, the B.H. Carroll Theological Institute, and Liberty University, Regina’s commitment to learning and spiritual growth stands out. Her multifaceted roles at New Creation Christian Fellowship in San Antonio underscore her dedication, from leading site searches to her current position as Co-Pastor of the Northwest location. 

Beyond her professional endeavors, Regina finds joy in volunteering with various organizations, reflecting her deep-seated commitment to giving back to the community.  

Ryan Swann’s role as Vanguard’s Chief Data Analytics Officer speaks to his extensive expertise in the realms of data and innovation. His career trajectory, which includes prominent positions in Collibra, E*Trade Financial, and public service during the Obama Administration, highlights his commitment to driving impactful change. Ryan’s educational journey through the University of Maryland at College Park, the University of Pennsylvania’s Wharton School, and Harvard University underscores his dedication to continuous learning and growth. His service in the U.S. Marine Corps, coupled with his dedication to family and community, shapes his unwavering commitment to giving back and making a difference.

In the private sector, he was a data executive at Collibra and E*Trade Financial. In the public sector, Mr. Swann was the CDAO at the Office of Government-wide Policy during the Obama Administration where he co-founded the White House Data Cabinet and co-authored the first Federal Data Maturity Model after serving as senior data leader at the U.S. Department of the Treasury during the 2008 financial crisis for almost a decade.

Mr. Swann earned a bachelors from University of Maryland at College Park, a M.B.A. from the University of Pennsylvania’s Wharton School, and an M.P.A. from Harvard University. During his undergraduate years, Ryan also served in the U.S. Marine Corps where, after a tour in Iraq, he received several medals and commendations for outstanding service. Ryan is married with two sons and enjoys golf, traveling, and giving back to the community.

Beverly L.D. Matthews’ career journey in the federal sector illuminates her exceptional leadership, entrepreneurial spirit, and commitment to community enrichment. Her legacy as an Administrative Officer and subsequent entrepreneurial ventures reflects her resilience and unwavering dedication. Her involvement with the Library of Congress Recreation Association and Chamber of Commerce organizations in California underscores her active contribution to fostering a sense of community. Beyond her professional accomplishments, Beverly’s extensive volunteer work with organizations like Girls Night Out by Shawn Yancy, The Shepherds House International Christian Church, and Dress for Success exemplifies her steadfast commitment to giving back and making a tangible difference in the lives of others.

A defining moment in Beverly’s career was her selection for the John W. Kluge Leadership Program. Chosen as one of only nine participants out of 100 applicants, she demonstrated exceptional leadership potential. The program immersed her in diverse leadership roles, allowing her to work closely with top Library of Congress executives and gain firsthand experience at government agencies like the National Gallery of Art. This experience forged her path as a dynamic and visionary leader. Serving as the President of the Library of Congress Recreation Association for several years, she provided employees and their families with valuable services, from discounted tickets to educational seminars, watch repairs, photo services, and even a candy store.

In the life and career of Beverly L.D. Matthews, we find a remarkable blend of leadership, entrepreneurship, community service, and an unyielding commitment to making the world a better place. Beverly is married with three adult children and 5 grand-kids.  

Freddie M. Waters, Jr., a native of Asheville, North Carolina, now resides in San Antonio, Texas with his wife of 42 years, son, daughter and family of seven grandchildren. 

Freddie’s career includes 20 years of military service, as well as a combined 38 years in nursing and healthcare administration. Freddie holds a Master of Business Administration and Health Management. 

As a cancer survivor, Freddie is committed to educating communities and winning the war against this dreaded enemy called cancer. 

James Jay Dyson was born in Havre de Grace, Maryland, and currently resides in San Antonio, Texas, with his wife, Jackie. He is a retired Department of Defense (DoD) professional, bringing over four decades of distinguished service in federal government financial and budget management.

Jay holds an Associate Degree in Business Administration from Harford Community College, a Bachelor’s Degree in Business Administration from the University of the District of Columbia, and a Master of Business Administration (MBA) from the University of Maryland at College Park.

He began his career in the Washington D.C., Maryland, and Virginia (DMV) metropolitan area and rose to become an accomplished Budget Chief Manager. With more than 40 years of experience, Jay has been widely recognized as an expert in the federal budget process, including the Department of Defense’s Planning, Programming, Budgeting, and Execution (PPBE) system. His extensive background spans both appropriated and non-appropriated funds, as well as the execution and oversight of complex financial systems.

Trained through Practical Comptroller programs, Jay continues to apply his expertise as the Chief Financial Officer for a small church in Maryland.

Jay is passionate about the HAS Foundation’s mission to combat Glioblastoma and is honored to serve as a member of the board. He looks forward to contributing meaningfully to the Foundation’s work through his extensive financial acumen, leadership experience, and dedication to service.
